60 Day Notice / Due to Necessary Repairs on Property

Hello - if serving a tenant with a 60 day notice and a cash for key incentive to leave in return for possession of the unit. They are current on their rent, but owners need to renovate and solve lots of plumbing issues that property is experiencing. If the tenant doesn't want to comply to the 60 day notice do we just proceed with an eviction? 

Is there anything I can do to further protect the owners interest?

Located in Southern California. No Rent Control area. Inherited Tenant. Recent Purchase. Necessary Renovations.
