Duplex-Fumigate by Tenting or Spot Treat for Termites in So. Cal.

My duplex is 40 years old and both received spot treatments for dry wood and subterranean termites about 12 years ago. While working in the attic, my contractor noticed extensive termite damage in beams. This unit is currently vacant, while the back is occupied with three tenants. I know the gold standard is to tent to fumigate, however, would any one opt for spot treatment if there aren't any active infestations present?
