Evection laws in Indiana due to not paying Rent

I have an apartment complex in Indiana some of my tenants are taking advantage of the fact that I cannot evict them due to them not paying rent (COVID-19) even though they are getting government funding. And didn’t lose their job or hours because of Covid.

Is their away for me to still file for eviction knowing that tenants won’t be able to proof there income was reduced due to Covid?
