Do you submeter a small multifamily? If so, how?

I'm getting closer and closer to putting in a submetering system for electricity, though I see there are systems that monitor both power and water. If you have any experience or wisdom to share, it would be great to hear from you. There are a lot of options out there and no silver bullet solution (that I've found). I found one "thing" on Amazon for $30 which I wouldn't trust for a second, but the cost can hit several thousand dollars for "utility-grade" installs you would find in large MF.
