CDC extending eviction moratorium beyond March 31, 2021

It Appears that CDC is extending the eviction moratorium beyond the previous expiry date of March 31, 2021. I have 2 tenants who stopped responding to any communication from my side. The guidelines indicated that tenants need to communicate about a reduction in pay or termination at work in scenarios where a tenant is unable to pay the rent. Neither of my tenants is following this guideline. CDC extension moratorium should help tenants in need for sure, but the scenario on the ground is different. I'm already 12K in negative due to non-payment of rent, we shared information on the rent-relief programs that they need to apply to the local govt but they aren't even applying for any support. Hope this Extention of the eviction moratorium excludes tenants who don't show proper documentation.

The argument that a wave of evictions will take place when the moratorium over I feel is valid and will most likely take place.  The issue is that it is inevitable and we are only letting tenants get further behind and delaying what needs to take place.  Some people really do need help but if you haven't improved your situation in a year that is on you at this point, plenty of places are hiring and you should have got plenty of money in unemployment and stimulus to move on.  If they do extend they need to have a way where the landlord that is behind can apply on behalf of their tenant.  Even better is if there was a way they owed the govt. that money back instead of the landlord so it is not on the taxpayer.  If someone hasn't been paying in a year they clearly lack motivation and conscience so we need to apply on their behalf for direct payments.  The buck has to stop somewhere and no one wants to see innocent people evicted however at this point I have to question their innocents if they have still not found any work or made any attempt to pay for this extended period of time.
