Does insurance cover a broken water pipe from the texas freeze?

Having a difficult time getting photos from the leaking pipe. The repair was completed already but tenants, plumber and rental management company are not providing assistance with photos. How likely is it from your experience getting insurance to cover a pipe that is outside of the house.
