Empty Credit Report?

I'm accepting rental applications for the very first time, and as the applications are coming in, so far two of the applicants have credit reports that appear to be blank...?   There is a score that appears at the top (exactly 524 on both of the blank reports) but there appears to be no credit used, no credit inquiries, no further info.   Is it more likely that this person really never uses credit, or that they paid to have their report scrubbed, or something else?
