Gas meter bill issues in a three bedroom one bath apartment

Hello, I have a issue with the gas meter in my investment property. I have a store front and a 3 bed one bath apartment above it. Each unit has it own separate gas mete, gas bills, heaters and water tanks also separate thermostats also. My gas company is saying my apartment is pay for heating For my ENTIRE building. A gas tech came out and inspected the meters and said they weren’t connected at all. But the apartment unit has bill Is extremely high. In addition it’s a huge apartment. I had work down on the furnaces and got new water heaters and stove. What can I do to lower the bills?
