Oregon converted porch- pier and post issue

Was interested in advice about a single family home I own in Portland Oregon.  It is an older home with a front porch that at one point was converted to a sun room.  It is on a pier and post foundation although the rest of the home is on a slab foundation.  It seems the pier and posts have settled a bit.  I just want to make sure about safety and repair if needed.  Has any one else had experience with this and the best way to address it.  I was quoted 1,500.00 just for  "structural analysis permit costs".  It is not such a big converted porch like maybe 10 feet wide by 20 feet long.  Something doesn't feel right to me here. 

Any advice or suggestions would be greatly appreciated.  Thank you.
