Charge a fee when a tenant requests changes to their lease?
Is it common to charge a fee when a tenant asks to add an additional tenant, hence, re-writing the lease agreement?

We don't. But if someone is added to a lease we make them go through the same screening process as if they were applying from the beginning. Generally we only do this when unrelated people (i.e. roommates) want one person to move on and a new person to take their place. Since all of our leases are electronic it literally takes a few minutes to do the work.
