Buying new home, current tenant slow to leave

I am just about to foreclose on a new house, but I have a problem. The current owner has been leasing the house to an older man, and though he was given 2 months notice, he just this week called me (he somehow got my number, don't ask) and said that he doesn't think he'll be able to move out by the time the deal closes. The deal must go through at the set date, but I was wondering since I am the new owner, what rights to I have? He only has a month to month agreement from the previous owner.

I know that I can go the eviction route, but it will take a while. Can I shut off his electricity and water if he doesn't move out? Perhaps I could give him 2 weeks and then shut off utilities. Is this lawful? I live in LA, California.
