Small town housing crisis

A few small towns (2000-3000 pop) in WI have contacted me and told me that they are swamped with people wanting to live there but the city does not have enough houses. We teamed up with a great construction company and made plans. Our problem is that our normal/small time investors cannot fund these big projects. Where would I go to find investors that love big new build projects, have a great ROI, want to help cities eager to solve their housing issues, and are willing/able to fund multi million dollar projects?

We need proof of funds and a signed contract asap. Thanks!
