Property purchase with holdover tenants

Hello everyone. We find ourselves in a situation. Hoping for some feedback. 

Purchased property 2 months ago. One apartment was occupied with holdover tenant who had plans to leave (family of seller). Multiple attempts to contact up to closing with no success. On day of closing, served tenant with 30 day notice. No lease agreement in place. After 30 days, attempted to follow up with court date. Courts closed during that period, so could not further the process (COVID). At that point, did make contact with tenant. Agreed upon date to vacate property, as they said “most” of their belongings were moved. On said date, a lot of their property still in apartment. At this point, again they will not respond when contacted. At this point, it has been 60 days. 

Any suggestions on next course of action? Thanks in advance!

...lesson learned: include in purchase offer that property must be vacated by closing date.
