Eviction in Naples, Florida

Hello, I am trying to help a friend of mine who owns a townhouse in Naples, Florida. She is looking for a management company who can evict a tenant in Naples, Florida. Tenant hasn't paid rent in 4 months, and is refusing to pay a $40 background check fee required by HOA. There is a moratorium on non-payment of rent evictions until June. HOA is threatening my friend with $100/day fee if SHE doesn't pay the $40 fee, but she's wondering if she can use this failure to pay as reason to evict. She lives in Canada, so needs some boots on the ground to help her out before she bleeds more money. Thank you for any advice.
