Good Time to Start Renting Out a Property

I am looking to buy my first rental property's this year.  With Biden extending the eviction order, is it a good time to start buying properties to rent out?  I am concerned if I buy a property, place a tenant in the house and they decide not to pay rent. Would I be better off waiting until the eviction ban is lifted to buying the properties so I can place paying tenants in them immediately.

@Tj Derry no, there is no reason to wait solely because of the eviction ban.  Otherwise you'll never get started.  There are tons of posts on BP about how to screen tenants and changes in tactics to make because of the current environment.  But very few people are saying not to invest.
