Managing property remotely in State College, PA

I am managing my rental property in State College, PA remotely. I opted this route when my previous management company terminated our contract. What I’m realizing now is that rental properties in State College PA require a person-in-charge within 25 air miles from the property in order to maintain a rental permit. I’ve called multiple rental management companies and all either do a full service management or nothing. No company is willing to do a partial service.

Does anyone know of a company who would do a partial service ie be available for inspections, and key holding?

Any information would be greatly appreciated!

I’m willing to pay for this service but don’t really want to pay the full 8% management fee if I can avoid it.
