Electrical Lines not attached to home

There is a vacant home I am working to located the owner to see if they would like to sell. I believe would be a perfect BRRRR opportunity. That said the electrical line running from the utility pole to the house is not connected. The line running to the home is literally disconnect and hangin in a tree in the front yard. Anyone have an experience like this? Is there a cost to have the electrical company hook it back up? Thanks.
