Refusing a Tenant to rent

We currently have a male (LGBT) applicant fighting to move into an apartment (student housing) where three girls currently live.

None of the girls are comfortable with a male roommate. But he thinks it's illegal to deny his application because that would be discrimination, which fair housing laws prevent.

What are your thoughts?
