Overseas owner search

I am currently standing a rental property where the owner is supposedly living overseas the property management company is not taking care of the property and it is literally falling in on me I have went down to Escrow to work on this matter now the owner has outstanding warrants and fines he does not know anything about them how is that I can contact them if everything is coming back to the address which I am in
