Separating Water in Multi-Family

Hey all!

I have a quadplex in San Bernardino County in CA that only has a single water input (as it seems most small multi-familes in the area do). Who can split up water so that each tenant pays their own water? A plumber? Is it even financially viable? General thoughts?
