Tenant hasn't paid in over six months

Been landlording for over 15 yrs. Been about that long since i had to do an eviction. I'm very careful screening. I have one property that tenant hasn't paid since last june. He has been laid off from two different jobs. I was really close to him moving out back in Aug. Even gave good reference. Then nothing. He is now sitting in house with no phone,no insurance on car. Utilities I believe can't be turned off.

Inslee now has moratorium thru April 1st now. I feel bad these are not bad people and have two young kids. However they know full well of moratorium and taking advantage of it.
