Pros and Cons to weekly rental payments/lease

Howdy! I currently am having a problem with evicting a tenant who has not paid me for 3 months now, or finish paying the deposit ( Iwas allowing him 3 months to pay it off). Being that there is a pandemic going on.. the local court will not hold in person court yet, and I cannot evict him right now! Meanwhile i am also having to pay his utilities too (it was included with the rent). This situation really sucks!! He now he has a free ride for now too. I really want to avoid this situation in the future. I want more power over getting someone like him out faster and easier. Could I make up a rental agreement that says that if someone defaults on their rent, I have the right to shut off their power and lock him out of the house? I know this is illegal in general.. but what if I can get someone to sign something that says its OK? I need to be able to have a tighter rein on these people. And Im thinking to have them pay weekly too so there is a shorter amount of time of having someone overstay their welcome. What do you think? Can I just make up a lease with whatever stipulations I desire? Thanks in advance!
