Thinking of Hiring a Property Manager

I'm thinking of hiring a property manager for an 8 unit building. I'm mainly looking for someone to collect rent and be available in case of an urgent situation (like if a pipe bursts, heat goes out, etc.). I'd also like for someone else to handle domestic problems such as noise complaints, but I'm not sure if PMs do this. Is there a general % I can expect to pay for this? Also, would I be better off hiring a firm to do this or offer someone free rent in one of the units so they are in and around the action?
