City is moving utility accounts to owners

Hi, I have a single family rental unit. My city is tired of changing account owners for rental properties so starting next month they are requiring the billing account for the services they provide (water and garage) to be in the name of the owner. How do I handle this since we are half way through a year lease? Our current lease agreement states that utilities be in the tenants name. Do they continue paying even though it is now in my name? Do I pay the bill then add that amount to the rent or increase rent by the average amount? Do I need to create a lease amendment stating the new rules or rent increase?
