Notice of Rent Increase

We currently have a renewal coming up on one of our properties in Texas. I am reading you are suppose to send a notice of rent increase 30 days in advance. Does this still apply even though we are doing a new agreement which will have the new rent in it, so long as we send them the new agreement 30 days in advance? Also, we have not raised the rent on the place in 5 years. We were young and dumb. What would be a reasonable amount to raise this rent? Looking for input. Thank you!
