Evictions during COVID

So I found a property that I'm looking at buying but on the listing, the agent said the property is currently tenant occupied and the new owner will be responsible for evicting the tenant. Per the agent, the tenant has been unresponsive for the past several months. I know this is a red flag but would I be able to get these tenants out if I purchased this home, especially with the COVID regulations currently in play? I'm in Arizona, if that matters.
