Advice on what to do with a paid off property

Hello! I will be inheriting a home from my grandfather. It is a 3 bd 2 ba 1,938 sqft single-family home. The mortgage has been paid off. I want to turn this home into a rental property but it needs to be renovated first. I'm very new to real estate investing so I need some advice. Should I do a cash out refinance to get the money to renovate it? Maybe HELOC? Please help!
