Do investors have the power to upgrade a class property?

Hello BP! I hope everyone has had a great Thanksgiving weekend so far. But I am so curios to ask, if we update, or renovate a property, and the property is a class B or C, does that mean that it can be changed to a property B or A?  Is there more to that? I would greatly appreciate your answers. Have a great evening all!

I believe class A, B, and C property also refers to the area in which the property is located besides factoring in the condition of the actual property. Below is a useful link I found which describes the 3 pretty accurately.
