Help with Quebec landlord-tenant agreement

Looking for help regarding régie du logement rules and registration, I would like to get more information about this topic. Because I saw post that Quebec province favors tenant more than property owner regarding asking the current tenant for increase rent and moving out.

Property is a triplex:

Apartment 1: owner-occupant

Apartment 2: tenant since 2 decade want to ask to move-out due to brother -in-law and mother-in-law arrive next year.

Apartment 3: paying low monthly rent electricity, heating, water include 1BR for only $360/month
