Unauthorized Pet Dilemma

Hello - 

I have a tenant who was in violation of our lease agreement by introducing an unauthorized pet into the household. A fact that was brought to my attention by one of the other roommates in the house. Letters were sent explaining this was a violation of the lease, and I was told the issue was going to be resolved and the dog sent to another household. Instead, the dog owner in violation of the lease obtained a letter stating that the dog qualified as an Emotional Support Animal (ESA). This letter was produced and presented well after the pet was introduced into the house, and well after the letters were sent notifying the tenant of the violation. Is there anyone out there who's experienced this? If so, any advice?
