Deny or accecpt application?

I just received an application for my rental unit and wanted some feedback.

Non-married couple who dont currently live together.

One member of the couple has 710 credit score the other has below slighty below 600 score.

with their income combined they make 3xs the rent but neither individual makes enough to cover the rent on their own.

Does anyone have any suggestions on this type of application? Individually its an easy denial but combined its a decent application.
