Garbage in the Back and all over the Ground

The garbage bins are full and the tenants started leaving black bags out on the ground. Animals got to it and ripped the bag open. No one is taking care of it. Who's job should it be to take care of it and how should it be dealt with in the future? There is two tenants living there and they are both pretty good tenants
