how do you manage internet usage across multiple tenants?

what is the best way to manage and troubleshoot a shared internet connection across multiple tenants? I think the issue might be that certain tenants are hogging the bandwidth, but there is no way that I know of for me to check and manage that for each user. Should I switch providers, or up the speed again, or look into other solutions? Appreciate any advice given.
