Buying a Duplex and Hot water tank has a bulge on it

Hello everybody,

I am in the process of buying a duplex and I had an inspections and the hot water tank had a bulge on the side of it where a leaky pipe was dripping on it.  Would you think I would need a new hot water tank, should I keep that hot water tank, or should I have the owner buy a new one?  I do not know how to replace this myself and it is my first duplex purchase, and I will be living their.  Could I get anyone opinion what I should do here?
