Room rental (ie Lodging) and CARES Act Eviction

Are room renters, ie "lodgers" renting on a month-to-month basis held to the same eviction rules as a tenant renting an entire dwelling? I have someone that wants to rent a room month-to-month starting ASAP and am considering forcing them to sign through 12/31/20 to avoid any potential gaming of the CARES Act.

Thoughts?
