55+ community How to help

We live in a town home community(13 town homes, 6 are rentals) The HOA group is interested in turning it into a 55+ community. How does one go about this. From my research 80%- 10.4 need to have at least 1 person 55+ in them. right now 7 do have 55+ in them. Anyone have experience in this?
