Calculating FMR's with tenant paid utilities

Have been searching without much success. Looking to figure how how much rent to deduct from FMR with tenants paying some utilities.

Here's an example...

FMR for a 2 bedroom is $839. Property is in PA

Landlord pays water, sewer, hot water

Tenant pays electric and unit has electric heat and oven.

How would I figure out how much to deduct off the FMR to account for the tenant paying their own electric and heat?
