Renewing lease in NJ. (Raising rent, charging security)

1) Is there any rent control in Long Branch, NJ? if so, is charging just enough to cover the mortgage and condo maintenance (HOA, Sewer) justified?

2) Is there any formal addendum template for a lease renewal?

3) If a tenant used their security towards rent, do I charge security based on the new lease amount or the old amount?
