Landlord questions concerning eviction

I am a landlord in Maine and am having issues with a well for a tenant. The well for his rental is dry (we are in a drought)- we have him hooked up to our office next door to supply him with water. Yesterday the water level in our well dropped below the pump. We are not able to drill or dig a new well for the property. We are willing to give him his security deposit if he wants to find a new place. He says he can not afford to move. Says that he will go stay at a hotel and charge us for it. He is a tenant at will month to month. Can we evict him with a 45 day notice? Can we do this during the covid situation? What do we do during those 45 days about the water? I feel like this will not be an easy eviction. In the almost 2 years he has lived in the rental he has been on time with rent only a handful of times. Any advice would be great. Thank you
