Painting Responsibility for Exterior Wires

Newbie here. Just got a new tenant in my rental and he went ahead and got a dish satellite installed (without my consent but I'm not making a big fuss about this). A few days later, I got a notice from HOA that I need to have the wires for the satellite painted to match the exterior color of the house. Is it my responsibility to paint the wires or his? My property mgmt company is asking me to have it painted but I don't know if it is indeed my responsibility. Since the tenant had the dish installed, shouldn't they be responsible for abiding by the HOA rules? At most I would think I can have it painted and bill them for the cost, no? Any advise would be greatly appreciated. Thx.
