Cares ACT expired, and now

The 120-day moratorium on evictions in the federal CARES Act expired on Friday, July 24th. But I saw online that I still need to give 30-day notice (used to be 3-day notice before COVID). 

Does anyone know if the landlord can start to charge late fees?

Also, can the landlord give 3-day notice for lease violation, like having a pet without landlord's consent? Or we need to give 30-day notice for lease violation too?

My tenant hasn't paid the rent for August.
