Occupying Multifamily during COVID

Hello everyone! My wife and I are currently closing on our first multifamily property in the Tacoma area. The property is a duplex which has a smaller vacant recently renovated B unit, and a larger dated A unit, which is occupied. The inherited tenants pay rent way below market value as they've been renting there for 5+ years.  Since we plan to "house hack" we would like to move into the larger A unit to renovate it while we rent out the updated B unit. We've read Gov. Inslee's proclamation on evictions and related housing practices during the pandemic and as we understand it we can neither raise their rent, nor ask them to leave until Oct 15th (unless it gets extended again). 

Does anyone have any experience dealing with something like this during the pandemic or creative solutions? Ideally we would occupy the A unit, and immediately rent out the B unit.
