Buying a Multi-family in Portland, Eviction Laws

We are looking to buy our first multi-family investment home in Multnomah County OR. We are finding properties that seem like they would be great but have long time month to month tenants in both units that are paying much below market value but the houses are listed at market price. We can obviously give 90 day notice to renters in one of the units since we will be owner occupying but we would end up paying more of the mortgage than our renters because their rent is so low. Any ideas for getting long term renters out?
