After reading this article, I'm puzzled why this ruling from a State Supreme court would trump federal law.  And what tenant would take this from L/T court to District court, to State Supreme court?  Maybe it will end up in the US Supreme court!  

Oh--the verdict?  One month's rent was awarded to the tenant.  read article

Just shows you can follow the law, make accommodations, and still be wrong.
