Drunk Tenant floods his unit and the one below him!
I have a 2nd floor tenant who passed out drunk in his shower and flooded his unit and the one below. The below tenant is moving to a different unit I manage permanently . Does the 2nd floor tenant have to pay relocation costs for the first floor tenant? The 2nd floor tenant DOES NOT HAVE RENTER'S INSURANCE nor does the 1st floor tenant.
