Tenant reluctant to have significant other sign the lease

Hello,

I have a tenant who is interested in my property and he is willing to move in and live there. His girlfriend would like to join him but is not willing to sign on to be on the lease due to cultural reasons. They have said they are both willing to pay an extra 200$ for her name to be off the lease.

This is wrong. If I am renting out my place to someone I want to know exactly who is in my place living there and they have to be on lease.

Has anyone had a scenario like this?
