Do FHA rules apply to ADU's?

I will be renting out a guest house in my back yard once I finish fixing it up. Will FHA rules apply? I was told that if I rent a room inside my house FHA rules don't apply. The address of the guest house is the same and they would have access to the garage for laundry, not sure if that matters.
