Cash out refi or HELOC

I bought a townhome few years back as primary home with interest rate of 3.875. I moved out to buy another home and kept this house as rental. I owe 130K on the house and the house is valued at 220K. I would like to take some cash out and reinvest. I am debating on whether to cash out refinance or take HELOC. House is in PA and I live in OH. Any suggestions and assistance with lenders who can help with the process is appreciated.
