Please help with code violations

Hello, my son and his girlfriend just moved from Virginia to Ohio. The apartment complex in Ohio did a video tour of the apartment to be leased. The apartment looked good. The day before the move he got a call from the apartment complex saying the original apartment had a broken window and they were changing his address. He asked for a video but since they called him late no-one was available to do it. When he got to the apartment someone met him there at 6 pm. This person rushed him thru the apartment to get leased signed.

Since moving in there are many issues: kitchen floor has water damage and floor is warped, the apartment is disgustingly dirty, cracks in the walls, water damage in bathrooms, mold in bathtub, ants all over the apartment, vents haven't been cleaned, air conditioner only dropped 2 degrees in 24 hours, no smoke detectors or sprinklers. The complex will not let him out of lease.

We think he needs to contact a maintenance code enforcer as well as the fire department. Does anyone have any suggestions?
