Challenges in putting up small RV Park

Planning to develop 5 acres of land into a small RV Park. There's 2/2 residential house in the property, deep well and electricity, and small stocked pond. I need to know more about challenges in building this kind of project and where do I need to start. I leave here in Houston Texas. I appreciate any feedback on this. Thank you in advance
